Prospects and realities of development of Russian sea shelf

Now, when oil fields on land are gradually depleted, more attention is focused on offshore projects. Offshore seas of Russia are concentrated about 45% of all oil and gas resources of the shelf of the World ocean. But given the prospects of the offshore oil, especially in the Arctic zone, the process is extremely complex, requiring unique and expensive technology and equipment. Currently, the state considers Arctic and marine projects as a stimulus for the development of the Russian economy. According to forecasts of the Ministry of energy, is expected to increase offshore oil production to 26 million tonnes (17% compared with the figures of 2016). By 2035, in Russia, on the shelf of the expected extraction of about 80 million tons.

These data were presented at the meeting 12-15 September 2017 in St. Petersburg at the XIII international conference on development of oil and gas resources of Russian Arctic and continental shelf of CIS countries (RAO/CIS Offshore). In order for offshore projects developed, the government will support the company benefits. This information was announced during the forum, Deputy energy Minister Kirill Molodtsov. According to him, the authorities will create special conditions for companies implementing marginally profitable projects, even if their cost of development is $70-80 per barrel. “Rosneft” and the Arctic plans

A pioneer in the development of the Russian shelf is PJSC “NC “Rosneft”. Today the company is the largest subsoil user on the Russian shelf: 01 January 2017года PJSC “NC “Rosneft” owned 55 licenses in the offshore areas of the Arctic, far Eastern and southern seas of Russia. Resources of hydrocarbons at these sites is estimated at 41.5 billion tons of oil equivalent. The company also sells offshore project in the Black sea off the coast of the Republic of Abkhazia, engaged in the exploration and production of hydrocarbons offshore Vietnam, participates in projects on the Norwegian shelf, Mozambique and Venezuela.

Gazprom on the Arctic shelf

Another giant oil and gas market, “Gazprom” has 38 licenses on the shelf of the Barents, Kara and Okhotsk seas. The first project implemented by “Gazprom” as an operator, the Kirinskoye field offshore Sakhalin. The Caspian and the Baltic development LUKOIL

LUKOIL is engaged in the development of the North Caspian region. In the framework of this project involves the construction of about 30 platforms. In the nearest plans of the company – launching new project queues fields to them. Yu. Korchagin and V. Filanovsky (2017-2019), introduction to industrial exploitation Shelly after 2020. Another direction of development of marine areas for LUKOIL to Baltic sea. Recent discoveries have led to a significant increase of the company’s reserves in this region (30 million tons). Currently, the most problematic in the oil and gas sector are a key technology for the exploration and development of offshore fields, as well as horizontal drilling techniques and the impact on low-permeability reservoirs. The difficulty lies in the fact that while we have practically no own capacity for the construction of Jack-up and semi-submersible drilling and production platforms, subsea production systems, equipment for seismic exploration 3D, but because of the sanctions, foreign decisions have become inaccessible.

According to the State program on import substitution, containing short, medium and long term, by 2020, the plan is to develop domestic technology to work offshore and to overcome the dependence on imports. According to the Minister of industry and trade Denis Manturov, at the moment, already developed 20 sectoral plans, including the 2000 most emphasis on import substitution, the total declared value of the projects exceeds 2.5 trillion rubles.

Now the share of “foreign” drilling equipment, rotary steerable systems, and navigation equipment determining the position of the drilling tool is equal to 83 %. However, in the field of rock cutting and drilling tools figure is not so critical – 60 %. But on integrated service drilling again leading foreign manufacturers. Now in the field of applied and engineering software borrowing is 90 %, and in the field of automatic production control systems and does 91 %.

Yes, foreigners have surpassed the Russian colleagues in the segment of “Drilling equipment and tools” and “Wellhead equipment”, but the main advantage of Russia in the development of offshore oil is the fact that we have our own nuclear icebreaker fleet, which is the main tool for the development of severe zone.
